Ribera and Grande-Marlaska highlight the importance of coordination between administrations in the fight against fires (31/08/2020)

The Vice President and Minister for the Ecological Transition and the Demographic Challenge (MITECO), Teresa Ribera, and the Minister of the Interior, Fernando Grande-Marlaska, visited the firefighting coordination centers dependent on both ministries on Monday and were interested due to the situation of forest fires active at the moment, especially the large outbreaks declared in Almonaster la Real (Huelva), Cabezuela del Valle (Cáceres) and Mula (Murcia).First, Ribera and Grande-Marlaska have visited the Center for the Coordination of National Information on Forest Fires (CCINIF), under the Ministry for the Ecological Transition and the Demographic Challenge.

Subsequently they have traveled to the National Center for Monitoring and Coordination of Emergencies (CENEM), which depends on the General Directorate of Civil Protection and Emergencies of the Ministry of the Interior.

In both visits they have been able to learn about the functioning of the services that coordinate fire fighting tasks, reinforcing and accompanying the autonomous communities and local authorities, integrated into the National Civil Protection System.During their visit, Vice President Ribera and Minister Grande-Marlaska thanked the municipal, regional and state teams and services for their work and professionalism in coordinating and extinguishing the fires and expressed their concern for the affected residents.Ribera stressed that "thanks to the excellent coordination and fantastic professionalism of the different teams, starting with the Forest Fire Reinforcement Brigades, it is possible to have a response as agile and efficient as possible in circumstances that are always especially difficult and complicated." The vice president has also emphasized that, faced with the risk of any forest fire, "the most important thing is prevention", being extremely cautious with the weather conditions.Grande-Marlaska, for his part, stressed that "the response to forest fires reveals something relevant, such as the importance of coordination and effective work with a common objective between the central administration of the State, the regional administrations and local authorities ".The material, human and technological means at all levels of the Administration make Spain a benchmark in the management of forest fires, with the capacity to provide international support.

Spain was the first country to have fire statistics available, since 1968.

In addition, since 2018 Spain has contributed to the European Civil Protection Mechanism, dependent on the European Commission, with the support of Spanish experts who evaluate and advise on forest fires to other countries with fire problems, thanks to their solidarity, knowledge and experience.Visit to the CCINIFThe CCINIF is the operations center from where the national operation prepared for the extinction of forest fires is coordinated and is equipped with advanced technology that allows collecting all the information necessary for decision-making: real-time location of all aerial means of extinction of Spain, meteorological data (temperature, humidity, speed and direction of the wind ...) and information in real time of the fires, contributed by observation aircraft and drones.

From this center, requests for support made by the autonomous communities and even other countries are managed, and the necessary means of support are sent to the different fires.During their visit to the center, Ribera and Grande-Marlaska, who have been accompanied by the Secretary of State for the Environment, Hugo Morán, and by the General Director of Biodiversity, Forests and Desertification, Jorge Marquínez, have been able to know in real time the situation of the large fires declared in Almonaster la Real (Huelva) and Cabezuela del Valle (Cáceres), as well as the active fire in Mulas (Murcia).Visit to CENEMGrande-Marlaska and Ribera then visited the National Center for Monitoring and Coordination of Emergencies (CENEM), which depends on the General Directorate of Civil Protection and Emergencies of the Ministry of the Interior.

During this visit they have been accompanied by the undersecretary of the Ministry of the Interior, Isabel Goicoechea, and by the general director of Civil Protection and Emergencies, Leonardo Marcos.The CENEM carries out permanent monitoring of alerts and emergency situations throughout the national territory, in coordination with the 112 Centers of the autonomous communities and the other emergency centers of the General State Administration.During the forest fire campaign, CENEM carries out, in collaboration with the National Forest Fire Center of the Ministry for the Ecological Transition and Demographic Challenge, a permanent monitoring of the actions related to these risks that require the extraordinary contribution of state media to complement those of the autonomous communities.The fourth vice-president and minister for the Ecological Transition and the Demographic Challenge and the Minister of the Interior have held from CENEM a meeting by video conference with the command posts of Extremadura and Andalusia and with the 112 center of Murcia, communities in which The Military Emergency Unit is deployed.Specifically, the UME is deployed in the fight against forest fires in Almonaster la Real (Huelva), Mula (Murcia) and Cabezuela del Valle (Cáceres).The meeting was also attended by the head of the UME, Lieutenant General Luis Martínez Meijide, and the director of the Department of National Security, General Miguel Ángel Ballesteros, as well as the Government delegates in Andalusia, Sandra García, in Murcia, José Vélez, and in Extremadura, José Antonio García.The vice president of the Junta de Andalucía, Juan Marín; the Minister of the Presidency of Andalusia, Elías Bendodo; the Minister of the Environment and Agriculture of this autonomous community, Carmen Crespo; the Minister of Public Administration of Murcia, Beatriz Ballesteros; and the Minister of Agriculture and the Interior of Extremadura, Begoña García Bernal.During 2020, the UME has been activated by the Ministry of the Interior in support of emergencies at the regional level on fourteen occasions, all of them due to forest fires, thirteen of which took place during this month of August.Displaced mediaSince the start of the forest fires in Almonaster la Real (Huelva) and Cabezuela del Valle (Cáceres) on August 27, 2020, and Mulas (Murcia) declared on Sunday August 30, they have been deployed by the state media, and at the request of the affected autonomous communities, numerous aerial media and forest fire reinforcement brigades to collaborate in extinguishing these outbreaks.Specifically, the following MITECO means are currently operating in the Huelva fire: four amphibious aircraft with a capacity of 5,500 liters, four KAMOV helicopters with a capacity of 4,500 liters and a cargo plane on the ground with a 3,100-liter capacity.

This Sunday a mobile analysis and planning unit also operated in this fire.Three firefighting brigades (BRIF) from Lubia, Pinofranqueado and La Iglesuela, two amphibious aircraft (5,500 liters) from Labacolla (Coruña) and two Kamov helicopters (4,500 liters) are currently operating in the Cáceres fire.

In addition, an air coordination and observation (ACO) plane has been activated since early in the morning.

On the night of this Sunday, an RPAS (remote piloted aircraft system) was operating that carried out surveillance and nocturnal detection of active sources.In the province of Murcia, on the part of MITECO, the BRIF of Daroca has been working throughout the morning to extinguish the fire declared in Mula.
